95 has it as well. There's a utility at http://www.mjs.u-net.com/home.htm
that will do both NT and 95 (in the latest version) - MTUSpeed.

I've sometimes had a problem where it wouldn't find the all the network
entries in the registry, but on most machines it works well - and where
it doesn't it at least lets you set some values and see what it puts in
the registry.
