Subject: USE_EGCS BACKED OUT - i386, sparc

I've removed the USE_EGCS definition from <bsd.own.mk> for i386 and sparc
because there are already codegen bugs being reported for _serious_ kernel
compile bugs which are not fixed on egcs's 1.1 branch, and probably will not
be.
I'd rather not pose more threat to users running -current at the moment, so
I have temporarily disabled the default egcs setting for these two platforms
until further notice. You may still build egcs as your compiler, if using
-current, by setting USE_EGCS=1 in /etc/mk.conf.
