An important point to bear in mind is that we don't want this to be
complex.  Implementing PAM on top of the BSD/os model would be even
more complex than just using the BSD/os model.   This means that there
would be more opportunities to make an embarrassing and compromising
mistake.   So I think we should pick PAM, or BSD/os, or neither.   We
should not pick both.
