So, if we've got PR's in the database with changes we'd like to see in
1.4, what should we do to get those committed before 1.4 is cut?

I'm assuming that if there's something wrong with patches, the
submitter will be (at the very least) notified of what to fix.  How
much time is the submitter likely to have to fix such problems?
