Recompile newsyslog.

# cd /usr/src/usr.bin/newsyslog
# make clean
# make

Newsyslog's Makefile defines syslog pid's file name.  So, we need to
recompile it.

/var/run/syslog.pid has renamed /var/run/syslogd.pid, some times ago.
