I'll reply based on the export control training I was given as a NASA
contractor. This training was produced with the assistance of both the
State and Commerce departments.
I'll spare you the details, but they said nothing about importing. If it
were restricted, it'd have been mentioned. What was mentioned was that
imported crypto can not then be re-exported, even to the country of
origin!
Also, check out Data Fellows. They make ssh clients for mac & Win & NT. If
you're in the US and download a trial, you get it from a server in
Finland. :-)
