Two alternatives - 1) you have an old libz lying about, I found one in
/usr/X11R6/lib that was causing me grief.  2) you need to rebuild
makeinfo in /usr/src/gnu/usr.bin/texinfo, the elf bootstrap process
can be tedious as you may need to build some of the toolchain prior to
doing the make build.
