{mail,gnats}.netbsd.org was moved. Taking advantage of the downtime, 
GNATS was upgraded (and a bunch of bugs in that system were thereby 
solved). However, the upgrade was a bit precipitous, and ancilliary 
systems were disrupted. I've fixed the Perl script that generates the 
summaries (and the monthly E-mail), but the web interface is outside 
my control.

I'll take a look at the question of "netbsd-bugs" not getting the bugs...
