I had the same problem, and Jason Thorpe pointed out that a bug had been
fixed in menuc which could cause this. It took me a while of hairpulling
to figure out that I needed to rebuild menuc *on the system doing the
build* in order to get a working sysinst; it wasn't enough to just have
the newest sources, I needed to install the new menuc binary as well.
FWIW, the problem was apparently fixed about two weeks ago; I don't know
how long it was there.
