True, but I couldn't manage to get sh to behave the same way. i.e.:
# LANG=fr
# export LANG
# cat < /tmp/nosuch
cannot open /tmp/nosuch: no such file
And tcsh's manpage mentioned it explicitly - and worked for csh also.
