Do you mean at source or binary level ? I also assume you mean C or C++
At source level, porting from FreeBSD shouldn't be much troubles.
Porting from linux may need more work, especially if the writer didn't have
portability in mind.
At binary level, NetBSD can run both linux and freebsd binaries, as
long as you've set up the emulation properly (see compat_linux(8),
compat_freebsd(8) and pkgsrc/emulators/suse*).
