I don't use altq, but maybe I can help.
Your message didn't indicate if you have an altq device. Do you have
/dev/altq/ ?
Did you use MAKEDEV.altq?
Your message didn't indicate if your kernel is configured to have altq.
Does it have ALTQ and ALTQ_RED options?
