Hello.

I downloaded source tar files from

ftp://ftp.netbsd.org/pub/NetBSD-current/tar_files/src

Although these archives had Dec 8 timestamp, directory structure looks
different from sources via anonymous cvs.

CVS source is

# ls /usr/src
BUILDING        UPDATING        distrib         lib             sys
BUILDING.mdoc   bin             etc             libexec         tools
CVS             build.sh        games           regress         usr.bin
Makefile        crypto          gnu             sbin            usr.sbin
Makefile.inc    dist            include         share

but source extracted from tar

# ls /usr/tmp/src
CVS          bin          etc          lib          share
Makefile     crypto       games        libexec      sys
Makefile.inc dist         gnu          regress      usr.bin
UPDATING     distrib      include      sbin         usr.sbin


Something wrong with archive script?
