Quote from the GPL:

	For an executable work, complete source code means
	all the source code for all modules it contains,
	plus any associated interface definition files, plus
	the scripts used to control compilation and installation

	that is normally distributed (in either source or
	binary form) with the major components (compiler,

So, not if the framework is distributed with the Operating System.

Also, not that the GPL is like Quantum Mechanics in a sense, in
that in only kicks in when there is a ``distribution'' [like an
``observation''.]  And hence only if you distribute NetBSD with
the offending module does it matter.
