after having large app (like phoenix) do nothing for a longer time like
few hours, got swapped a bit and then trying to use it back it doesn't
work

top shows "sestacks" state, ps ax shows

 5104 ??  SWxa  1:13.46 /usr/pkg/lib/phoenix/phoenix-bin


app never got back, the only way is to kill -9


am i doing something wrong or should i sent-pr?

(NEW_BUFQ and UVM_TOPDOWN_VM on)
