it is possible to configure bind to enforce this, but out of the box it
ignores the rfc for many of them.
sorry, i do not recall which rfc applies. i think that was relaxed recently,
but i've never found any confirmation of it (ie: an rfc). search namedroppers
mail list.
so, perhaps you're either using a different resolver lib or different set of
nameservers?
