current-users: init: can't exec /bin/bash for /etc/rc: Exec format error

I recently upgraded one of my data hard drives and after booting up I get the following message.

 init: can't exec /bin/bash for /etc/rc: Exec format error

/bin/bash is present and is executable. Furthermore, all scripts are declared as #!/bin/sh.

Any ideas on how to track this down?
