I was trying to run wsmoused and I just get
wsmoused: ioctl(WSDISPLAYIO_GETWSCHAR) failed: Invalid argument

I have WSDISPLAYIO_GETWSCHAR compiled into kernel (at least uncommented in
the config). I think it would return ENOTSUP if I had not.

I tried with a few versions of NetBSD from last two weeks, currently I have
one from Jul 15

Reading the manual pages it seems to me the daemon should run without any
configuration (everything is marked as optional).
