Try manually running 
ln -s /usr/pkg/lib/libiconv* pkgsrc/your-package/work/.buildlink/lib

It works as a workaround for me.
I tried ubgrading libiconv to 1.9.1nb1 and it did not help.

I have pkgsrc/my_package/work/.buildlink/.iconv_buildlink_done saying:
/usr/include/iconv.h
/usr/include/libcharset.h: not found
/usr/lib/libcharset.*: not found
/usr/lib/libiconv.*: not found

And I have no iconv package.
