Not quite.  It doesn't mean you can't release derivative works.  It just
means you can't GPL the code.

Zeal in ANY direction is harmful, unless what you are doing does not have
an effect on anything else, which is, by nature, impossible.

The problem is the GPL people not respecting that part of the BSD license.
