You need to set MKKERBEROS, not KERBEROS.

BTW, in src/usr.bin/ssh/ssh{,d}/Makefile, the Kerberos IV tests should
probably be done with USE_KERBEROS4 instead of with MKKERBEROS4, as it's
done for Kerberos V, shouldn't it?
