On startup we do:

swap1                   swap on block devices
mountcritlocal          critical local filesystems
mountcritremote         critical remote filesystems
mountall                mount everything else        /tmp gets mounted here
swap2                   swap on files

On shutdown however we do:

swap1                   remove swap from block devices

The filesystems are then unmounted by the kernel
