Some explanation is offered in src/dist/dhcp/RELNOTES, connected to
a 'clarification' in the RFC. I didn't take the time to see if I
agreed with their reading of the RFC ... I expect what happened is
somebody complained they weren't getting zeroes when they wanted to.
