syslinux and the boot-big.fs floppy image is how I have been doing
it. Lets you multiboot several different images and keep a usable FAT
file system for copying files around.
quick and dirty mostly windows instructions:

rename boot-big.fs netbsd.img (extension is important)
and create a syslinux.cfg file with:
kernel memdisk
append initrd netbsd.img
