After upgrading to 4.99.29 and later I've noticed that pf_boot doesn't load
rules. I have set up pf.conf anyway, but it looks wrong at system
startup. I wonder if update went wrong, or pf.boot.conf wasn't
updated. Should I send-pr it? I have patch to resolve this.
