On a Thinkpad 600E (manufactured 1999-04) I have been running pretty
recent current with GENERIC.NOACPI (because GENERIC crashed in acpi
stuff), and typing 'apm' was getting me battery/ac status.
Now GENERIC runs, and the apm-via-acpi status is ok too.
