I observed such an oddity after updating a system once the pmf(9) work was
available on HEAD. I also tried with those calls commented out and noticed
no difference. What worked for me was to change the setting in the bios to
skip the system memory test on startup. Now my ps2 keyboard is responsive at
the boot prompt again. Previously I would unplug and reconnect the keyboard
to get it responding following a shutdown(8).
