new emap & kernel diagnostic assertion "ci->ci_ilevel < IPL_IPI" failed

Hi,

With an up-to-date kernel, my amd64 workstation does not build a
release anymore with -j 4 ... A diagnostic kernel fires the following
assertion within a few seconds/minutes :
