As Kurt Schreiner pointed out, this problem appears to arrise from the
fact that the GENERIC kernel does not support CD9660 file-system.

Actually since rev 1.918 (2008/11), the GENERIC kernel does support any
file-system other than FFS and NFS.
On the amd64 cd image I don't see any modules.

This would seem to suggest that the install CD should use the INSTALL
kernel instead, since this at least supports the fs it is booting from.
