SPL NOT LOWERED ON TRAP EXIT on exiting ddb

Lately i386 is panicking, "SPL NOT LOWERED ON TRAP EXIT", when I exit
ddb with 'continue' after the system has entered ddb due to a breakpoint
inside a hardware interrupt handler.  I am pretty sure that this is a
recent regression (last few months).  Any ideas what could be going on?

I see this on a dual-core machine, btw.
