soundcard.h breakage

Hi,

The latest soundcard.h update from 7th of May seems to break
pulseaudio and arts at least:

(same error for arts).

This is on i386 -current from yesterday. I forced arts by getting rid
of the NetBSD conditional, about to try the same for pulseaudio.
