Microsoft Hyper-V Server 2012 is a free version of Windows Server Core
with the Hyper-V hypervisor and command-line management tools. It should
do what you want, and cost $0.
There seem to be some open-source GUI configurators for it, too, if that's
your thing (though I suspect it isn't).
