This was a different failure caused by a missing file which is fixed with:
commit 2014.01.21.15.03.31 mlelstv src/sys/dev/pci/igma/files.igma 1.1
The next build then already includes:
commit 2014.01.21.16.40.24 matt src/share/mk/bsd.own.mk 1.764
This drops MKGCCCMDS from _MKVARS.yes and thus from the logic
in distrib/sets/mkvars.mk that computes tags for the set lists.
My guess is that MKGCCCMDS now needs to be added to the MKEXTRAVARS
list in mkvars.mk, like e.g. MKCOMPAT.
