Yes - and good question (but now probably easier to spot).
However (and this maybe a stupid question): why are you using the domU with
tmpfs /dev for production?
The most simple workaround is to boot an install CD image, exit to shell,
mount the domU's root filesystem somewhere, cd to the dev dir and run
MAKEDEV all.
