Test files in etc.tgz

Why are there now numerous test files in the etc.tgz tarball?

Looking, I see
/usr/libdata/debug/usr/tests/...
/usr/tests/...
/var/db/obsolete/tests/...

Shouldn't these be in tests.tgz ?
Or what is the point of tests.tgz ?
