How to make npf tables persist?

I have a table in my /etc/npf.conf config like so:

  ...
  table <whitelist> type hash file "/etc/npf_whitelist"
  ...

I can add,rem, and list this table using npfctl.  However, when I
reboot the machine, all values in the table are lost.

Is this expected behavior?

Should I add entries to the table at boot with a script?
