Tests hangning at t_ptrace_wait:resume1

The test runs on babylon5.netbsd.org are hanging at the
lib/libc/sys/t_ptrace_wait:resume1 test case:

  lib/libc/sys/t_ptrace_wait (275/724): 153 test cases
  [...]
      resume1: sorry, pid 28676 was killed: orphaned traced process

This is from:

The amd64 and sparc ports are also affected.

The problem appeared with these commits:
