build.sh tools fails in external/cddl/osnet

Hello,

I think maybe some recent commits in external/cddl/osnet is breaking the 
build of tools. After a recent checkout of current source, I get this 
while building tools for m=amd64 and a=x86_64 starting with a clean 
object tree:
