For the same reason the rest of NetBSD is shared -- its a community
project, run for the benefit of the user community. It would make no
sense to keep the tools private because that would not benefit the
community maximally.
We write code for NetBSD under a license that allows people to do
almost anything with any piece they wish. So it should be with our
tools and web site, IMHO...
