I just took a closer look at the contents of /usr/src/gnu (as of 3/1),
and found the statement I made above to be untrue.  The only GNU
programs that still lack manpages are tar and diff/diff3/sdiff.

Theo de Raadt pointed out to me that manpages are preferred over
texinfo files.  I still think it would be a good idea to include all
of the texinfo files, because they correspond to the contents of
/usr/share/doc in that more details are given in the texinfo
documentation than are given in the manpages.  For instance, the gcc
texinfo docs include detailed porting instructions, vital information
for anyone who wants to port the OS to a new platform.
