free x86 systems have a formatting utility.

Try to find such a utility.

>Fix:

I have ported the floppy formatting utility and floppy disk device
driver support from FreeBSD-current.  It's probably a bit excessive to
include patches relative to NetBSD-current here, primarily because there
are new files to generate.  I'd be glad to send them out-of-band to
someone if they'll put them into the source tree.
