I have a possible solution for you that eliminates your off by 1 problem,
leaves the $NetBSD$ Id's alone and is not any harder to work with.  Simple
put your local $Id$ as the *last* line in the file.

I know this may seem like a strange place for it, but it is does solve the
off by 1 problem for producing diffs, at it is easy to trim off when submitting
diffs too.
