The PCI probing code expects the interrupts for PCI devices to have
been configured by the machine's BIOS.  It has no choice, really,
because only the BIOS can know the details of the chipset; which
interrupts can be mapped, how, and whether they conflict with ISA
devices.

You should be able to configure this somehow using the setup menus in
your BIOS.
