send-pr fails to expand the `&' character in the name field in /etc/passwd, 
thus creating incorrect defaults in the problem report template file.

>How-To-Repeat:

Create a user account with the `&' placeholder, such as:

	volker:*:400:100:& A. Brandt:/u/volker:/bin/tcsh

Become that user, then send a problem report using send-pr.
Send-pr will then generate a line like this:
	">Originator:	& A. Brandt"

>Fix:

Sorry, no time for shell hacking 8-(   I just use .fullname as a quick fix.
