/usr/bin/mail now tries to create a file in /var/mail in order
to support locking across NFS mounts. This requires that
/var/mail be writable by the mail program. The current mtree
declarations have it writable only by root, so locking fails.
>How-To-Repeat:
Install -current. As a user other than root, read your mail
with /usr/bin/mail. Quit out of mail with the q command. It
will print an error message and not update the mail file.

Fix permissions in etc/mtree/4.4BSD.var, do some sort of setuid
or setgid hack to /usr/bin/mail, or take out dot-locking.
