kill -HUP inetd causes inetd to not perform properly, /var/log/messages recieves
Jan 9 15:24:24 solstice inetd[112]: ftp/tcp: bind: Address already in use
for each service in /etc/inetd.conf, and connections are refused when trying
to connect.
