The dhcpd man pages describes dhcpd as being able to dynamicaly assign
IP numbers via the DHCP protocol and also as being able to answer
BOOTP queries giving fixed IP numbers.

We use dhcpd with DHCP clients only and assign both fixed and dynamic
IP numbers. So obviously fixed IP numbers aren't restricted to BOOTP
clients. The man page simply should state methods to wire fixed numbers
and to dynamicaly allocate them, without references to the protocol
or client used to obtain it. I haven't tried, but I guess it would
hand out dynamic numbers to BOOTP clients as well.
