In my opinion....

This is as it should be.  Escaping "From " lines is a kludge to work
around a lack of real message boundaries in Berkeley mbox format.
There is no reason to mangle all messages to all local users, even
those that use something (eg, MH) that _doesn't_ confuse "From " lines
with message boundaries.

If this needs to be done, it should be done by the agent that finally
performs delivery to an mbox-format file, not by sendmail itself.
