Subject: Please fix send-pr

NetBSD just lost me half an hour's work. I was trying to submit a bug
report using send-pr, but on exiting the editor, send-pr issued the
message "aborting..." and the bug report was lost without a trace.
What really irks me is that this bug in send-pr has not been fixed
even though it has already been reported several times. PR #2530
describes its cause clearly enough, and it even contains a patch. PRs
#2057 and 2658 probably also describe this same bug. Who knows how
many other people have tried to report this bug only to have their bug
report erased the very bug they were reporting... ironic, isn't it?
Relevant circumstances: This is NetBSD 1.2. I'm using GNU Emacs 19.28
on a pty (not an X window), and I frequently use the control-G key
(which Emacs sets up to send a SIGINT) to abort commands whenever I
change my mind during editing.
