config calls 'makeoptions FOO=""' a syntax error. setting a make
option like that is useful, e.g. to set the COPTS kernel makefile
variable to an empty string to disable optimization.
>How-To-Repeat:
put 'makeoptions FOO=""' into one of your config file and config it.
Note the syntax error message.

Fix config to accept that syntax. Workaround: use " " instead of "".
